Southern Union’s Panhandle Eastern Acquisition Clears Missouri Hurdle

Southern Union Co. said Friday that the Missouri Public Service Commission (“MoPSC”) unanimously approved the settlement agreement reached between it and the MoPSC’s staff and Office of Public Counsel regarding the company’s acquisition of Panhandle Eastern Pipe Line Co. and its subsidiaries from CMS Gas Transmission Company, a subsidiary of CMS Energy Corporation.

CPUC Asks SoCalGas to File Gas Restructuring Plan

After months of posturing, the California Public Utility Commission on Thursday voted unanimously (5-0) to order Sempra Energy’s Southern California Gas Co. to file a formal restructuring of in-state transmission pipeline and storage system. The utility has 45 days to make the application, but it has been attempting a more streamlined “advice letter” approach on the subject for more than two years since the CPUC approved a comprehensive settlement on the matter.

Laclede’s Rate Increase Approved in Missouri

The Missouri Public Service Commission late Thursday unanimously approved an overall settlement on a natural gas rate case filed last January by Laclede Gas Co., the largest natural gas distributor in the state. The new gas service rates approved will increase a typical residential customer’s average monthly gas bill by approximately $1.76 a month.

Upon urgings from its staff, the Georgia Public Service Commission (GPSC) voted unanimously early last week to establish a schedule of hearings regarding an earnings review for Atlanta Gas Light Co. (AGLC), which the Commission staff said is earning between 4% and 7% more than its authorized return on equity (ROE). In response to the commission’s action, AGLC said it will file a motion for reconsideration this week.
