The Energy Information Administration (EIA) in its Annual EnergyOutlook 1999 released Tuesday is forecasting only a gradual 0.8%average annual rise in natural gas wellhead prices through 2020.Prices will go from $2.23/Mcf in 1997 to $2.68 in 23 years later.

The Supreme Court last Tuesday rejected a petition for writ ofcertiorari filed by the California Public Utilities Commission(CPUC) and Southern California Gas (SoCalGas) after the partiesfailed to meet the deadline. The petitioners, which filed forreview on Nov. 5, missed the deadline by three days. The CPUC andSoCalGas had asked the high court to review a 1996 FERC decision -upheld by the D.C. Circuit Court of Appeals two years later – thatthey claimed amounted to a “power grab” of California’sjurisdiction by the federal agency.
Futures Slip Lower Ahead of Storage Data
A constructive price move near the close of trading Tuesday anda well-bid over-the-counter market Wednesday morning had bullschamping at the bit early yesterday. Weak cash market prices were the talk of the market in themorning and it wasn’t until after pipeline nomination deadlines at12:30 PM eastern that futures were able to begin to recoup losses.The November contract settled for the day at $2.084, down 0.5 centsfor the day.
Texas Lease Sale Results Down on Soft Prices
The latest lease sale by the Texas General Land office raised$9.2 million Tuesday, down considerably from previous sales of thisspring. The highest bids for tracts were in the bays along thecoast, with the highest single bid from Sabco Oil & Gas Corp.of more than $1.11 million for 320 acres in Corpus Christi Bay. Thesecond highest bidder was Petsec Energy Inc., totaling $275,572 foran 1,135-acre High Island tract off Jefferson County in the Gulf ofMexico. The third highest bidder was Seneca Resources Corp. for a320-acre gulf tract off Brazoria County. The Seneca bid was$236,309.
