The main targets of California’s legal and political ire —Texas-based energy giants — are denying any wrongdoing in theface of lawsuits and a state legal probe launched last week in themidst of continuing price spirals and tight supplies for naturalgas and electricity throughout the greater western region.

The rush is on to build new pipeline capacity to serve rapidgas-fired power generation growth in the Southeast and Mid-Atlanticregions. Dominion Transmission last week announced a proposed $400million pipeline to serve primarily new power plants in Virginiaand North Carolina.

Southern Co.’s Southern Energy Inc. announced plans to build anelectric generation facility of up to 1,000 MW as part of thedevelopment of the Apex Industrial Park in southern Nevada.Southern Energy expects the power station to begin commercialoperation in the first quarter of 2003.

The Washington State Attorney General’s Office said it will sueto stop BP Amoco and Arco from merging their companies. The Stateof Oregon also said it will join Washington and the Federal TradeCommission (FTC) in opposing the merger. California also isreviewing its litigation options.
