Columbia Gulf Restarts Partial Flows, Accepting Receipts Again

Columbia Gulf Transmission (CGT) resumed partial flows late Wednesday evening after temporarily suspending production-area receipts Wednesday due to its Hartsville (TN) Compressor Station being heavily damaged by a fiery explosion caused by a tornado strike Tuesday night (see Daily GPI, Feb. 7).

Transportation Notes

Southern Natural Gas said it resumed offshore construction activities last Monday after suspending them for about seven days due to adverse weather conditions. Based on the best information available, Southern projected these return-to-service dates for the remaining portions of its offshore system that were damaged during Hurricane Katrina: east of Main Pass 298 Junction Platform, Dec. 25; 12-inch line from Main Pass 298 “A” to Main Pass 298 “B,” Jan. 11, 2006; 20-inch line from South Pass 62 “B” to Main Pass 298 “B,” Feb. 28, 2006; 18-inch line from Main Pass 306 “D” to Main Pass 293, Feb. 28, 2006; and the 14-inch line from Main Pass 153 to South Pass 62 “B,” March 16, 2006. An in-service date for the 12-inch line to West Delta 133 is dependent on producer repairs, Southern said. An OFO Type 6 remains in effect for Friday on Southern’s contiguous system; the pipeline said Thursday it is “too close to call” on whether the OFO will be extended beyond Friday.

TransCanada, ConocoPhillips End LNG Project in Harpswell, ME, But May Site Elsewhere

TransCanada Corp. and ConocoPhillips announced last Wednesday they were suspending further work on their planned Fairwinds liquefied natural gas (LNG) project in Harpswell, ME, after the town residents voted not to lease the former U.S. Navy Fuel Depot site to build terminal and regasification facilities.

Transportation Note

To facilitate the transition of El Paso Natural Gas operational headquarters from El Paso, TX to Colorado Springs, CO, the pipeline is suspending the cash-out tariff for the current production month. No automatic triggering of cash-out will occur, El Paso said. Cash-out notification requirements will resume in August with the processing of July results. Imbalance paybacks and makeups will continue to be accommodated using existing procedures for resolving physical imbalances.

PG&E Begins Layoffs, Warns of Gas Shortage

After suspending payment of its fourth quarter dividend of 30cents/share and requesting emergency assistance from the state forbuying natural gas on Wednesday, Pacific Gas & Electric Co.said Thursday it will immediately lay off 325 employees and cutcustomer services to save $180 million. The utility unit ofPG&E Corp. plans to cut another 675 jobs if its cash situationdoes not improve over the next few months, Pacific Gas and ElectricPresident Gordon Smith said in a memo sent to employees onThursday.
