ISO New England: Loss of NRG Plants Could Lead to Blackouts

ISO New England last Tuesday warned FERC that a loss of power supplied by various power plants owned by bankrupt NRG Power Marketing Inc. in the region “could result in blackouts over a considerable area of the New England bulk power grid, including areas outside the immediate region where the assets are located.”

NEB: Canada Electricity Markets Adequate

Canada’s National Energy Board (NEB) said in a report released Thursday that Canadian provincial electricity markets are adequately supplied. In Alberta, where supply has been relatively tight, the NEB noted that new generation capacity is being built.

WPS, Wisconsin Energy Vie for Regulators’ OK

WPS Resources Corp. filed a proposal last week with Wisconsinregulators requiring that all new electric generation be suppliedby independent power producers instead of utilities. The filingfollowed an announcement earlier in the week by the state’s largestenergy provider, Wisconsin Energy, which wants to build 1,700 MW by2010 under its Power the Future plan, and which has opposed the IPPplan.

Boston Edison issued a request for proposals (RFP) seeking bidsfor about 2,000 MW of electricity to replace power now supplied bySithe Energies from plants Sithe recently bought from BostonEdison. The short-term power purchase agreement with Sithe expiresNov. 30. The power purchased through this competitive biddingprocess, combined with power from the Pilgrim nuclear plant andother power supply contracts, will be used to meet Edison’s needsDec. 1 through May 31, 1999. Proposals must be submitted by Aug. 3.
