Agencies Issue FEIS Notice on Calypso LNG Port Project

The U.S. Maritime Administration (MARAD) and the U.S. Coast Guard Wednesday issued a notice of a final environmental impact statement (FEIS) for Calypso LNG LLC’s proposed deepwater port off the southeastern coast of Florida. The notice came out two days ahead of schedule; the actual FEIS will not be released until Friday, a Coast Guard spokeswoman said.

LLC’s (FGS) Floridian Natural Gas Storage project, prepared by FERC staff says if the proposed project is constructed and operated in accordance with FGS’ proposed minimization and mitigation measures, recommended mitigation measures, and applicable laws and regulations, the facilities would result in limited adverse environmental impacts.

The engineering and project management company AMEC plc said it has been selected by the U.S. Fish and Wildlife Service (FWS) to prepare an environmental impact statement (EIS) of a 17-state, multi-species habitat conservation plan proposed by NiSource. The EIS will be “of unprecedented magnitude in the natural gas industry,” AMEC said. NiSource proposed the habitat conservation plan for its 17,000-mile network of natural gas pipelines, storage fields, compressor stations and appurtenant facilities stretching from Louisiana to Maine. AMEC’s scope of work will include the scheduling and facilitation of stakeholder consultation and public comment meetings, database management, geographical information system services, establishment of the administrative record, creation and production of all EIS documents and overall support to the FWS, including the evaluation of mitigation and conservation measures to enhance and protect species populations and their habitats.

Falcon Gas Storage Co. Inc. subsidiary NorTex Gas Storage Co. LLC started flowing gas through its newly constructed Worsham-Steed Pipeline, the company said. The system is a 60-mile, 24-inch high-pressure pipeline in the western portion of the Barnett Shale play in North Texas. Initial flow rates have ranged 150,000-200,000 Mcf/d and are expected to increase as gas injection activity accelerates at the Falcon’s Worsham-Steed Gas Storage facility. Traversing Jack, Parker and Hood counties, the pipeline has a capacity of 450,000 Mcf/d, which can be expanded to 650,000 Mcf/d. The pipe connects with three export pipelines serving the North Texas market area — Energy Transfer’s Old Ocean pipeline, Enterprise Product’s and Energy Transfer’s North Texas Pipeline, and Atmos Energy’s Line X pipeline. These pipelines serve markets from the Waha Hub in West Texas to the Carthage Hub in Northeast Texas, as well as the Dallas-Fort Worth metroplex and surrounding areas in North Texas, including the Barnett Shale. Ultimately, Falcon plans to connect the Worsham-Steed Pipeline with a total of 10 pipelines in the North Texas/Barnett Shale market area.
