CPUC Rejects Allegations Sempra Utilities Manipulated Past Gas Market

With the stark animosity that has come to mark the split among its five members, the hardened majority at the California Public Utilities Commission Thursday rejected an outgoing commissioner’s allegations that a state-conducted probe proved Sempra Energy’s Southern California Gas Co. utility conspired to drive up wholesale natural gas prices at the Arizona border in the 2000-2001 western energy crisis.

UBS Warburg Says Storage Refill is ‘Tall Order’

In stark contrast to outlooks released by Salomon Smith Barney and Lehman Brothers last week that predicted natural gas storage would refill at a record pace during the 2001 filling season, UBS Warburg said it would be a challenge for the industry to refill storage to the 2,800 Bcf mark by November (see Daily GPI, April 5; April 6).

East’s Softness Contrasts With Western Strength

Once again Monday flat to higher Western numbers were in starkcontrast to Eastern prices that mostly fell by around a nickel,although there were a few pockets of resistance in the East thatsaw flat to slightly higher pricing. Trading was predictablysubdued because of the simultaneous Thanksgiving Day in Canada andColumbus Day in the U.S., although few in the gas industry otherthan utilities took off for Columbus Day.
