FERC Wants Diagnosis on Millennium Project

FERC last week told Columbia Energy Group to check the lifesigns of the $650 million Millennium Pipeline project and provide adiagnosis within 20 days so the Commission can complete work on theproject’s final enviromental impact statement. The 442-mile projectwould bring about 714 MMcf/d of gas from Canada under Lake Erie tothe New York metropolitan area.

CMS-MST Signs Up for More LNG in 2000

Marking CMS Energy’s continued emphasis on the liquefied naturalgas (LNG) market, CMS Marketing, Services and Trading (CMS-MST)announced agreements to buy six LNG cargoes for delivery to the CMSTrunkline LNG facility in Lake Charles, LA, last week. Terms of thetransactions were not disclosed.

Buccaneer Signs Offshore Construction Help

In its effort to meet the challenge of building a pipeline offthe Florida coast, Buccaneer Pipeline project sponsors saidyesterday they signed Saipem Inc./European Marine Contractors Ltd.to help construct the offshore portion of the proposed pipeline.Buccaneer, which is a joint venture between Duke Energy andWilliams, would not disclose any of the financial agreementsinvolved in the deal. Saipem/EMC has already started work on theproject, a Buccaneer spokesperson said.

Kinder Morgan’s Natural Gas Pipeline Company of America (NGPL)has convinced another of its long-time customers to re-up, signingthree and five year contracts with Peoples Gas, Light and Coke andNorth Shore Gas — subsidiaries of Peoples Energy —for morethan 200,000 MMBtu/d of firm transportation, plus storage. Thecompany also is pursuing a new agreement with Peoples for anadditional 9.3 Bcf of storage and various FT deals for up to159,000 MMBtu/d.

BP Signs Pact with Alaska; FTC Still Awaits

Alaska Gov. Tony Knowles and BP Amoco signed a major agreementlast week that clears the way in the state for the oil giant’sproposed acquisition of Atlantic Richfield Co. But still awaitingBP Amoco is its biggest nemesis — the Federal Trade Commission(FTC), where the merger reportedly has run into a serious snag overantitrust concerns. BP Amoco is hoping the Alaska deal, which callsfor the largest divestiture of production assets in the state’shistory, will help it score some points with the agency.
