Hoping to make some political points and address a somewhatforgotten side of California’s energy woes, the minority RepublicanParty leaders in the state legislature Monday asked Gov. Gray Davisto call a second, concurrent special session of the state lawmakersto address natural gas supply and price issues that are related tothe electricity crisis.

FERC had a very busy day yesterday on the natural gas side.First, it upheld its July order in which it awarded a certificateto the Midwest-to-East Coast Independence Pipeline, fending offcontinuing questions about the binding nature of the project’sprecedent agreements and its market need. Federal regulators alsogave the go-ahead for Phase II of ANR Pipeline’s Wisconsinexpansion, a Reliant Energy Gas Transmission expansion in Arkansas,and awarded a preliminary determination to Transcontinental GasPipe Line for its proposed Sundance expansion in the Southeast.

Duke Energy, which is targeting its strategy in U.S. growthmarkets, has zeroed in on the right side of the U.S. map, expectingpower generation there to surpass the rest of the country. Thenatural gas giant expects Florida to grow at a rate of 4.5%annually, the Southeast and Texas to grow at 3%; and the East Coastand Upper Midwest to reach 2.5%.
