New MMS RIK Program Set for Spring

The Department of the Interior’s Minerals Management Service(MMS) announced a continuation of the Outer Continental Shelfroyalty-in-kind (RIK) pilot program last week and has doubled theamount of gas previously offered. Nearly 500 MMcf/d of productionwill go on sale this spring, the MMS said. Details for the sale arestill being finalized.

The Public Service Commission of Georgia (PSC) will vote thisweek on how to dispense the more than $30 million owed by AtlantaGas Light (AGL) to its customers. The utility accrued the extrafunds by over-collecting on the purchased gas cost section of thebill.

Allegheny’s Purchase of West Virginia Power Rolls On

The Public Service Commission of West Virginia (PSC) gave itsblessing yesterday to the proposed purchase of UtiliCorp United’s WestVirginia Power division by Allegheny Power, the energy deliverycompany of Allegheny Energy Inc. The $75 million purchase wasannounced last September (see Daily GPI, Sept. 10).Before completion, the Security and ExchangeCommission still must give its approval. Allegheny expects this to bedone later this month. The purchase has already received the go-aheadfrom the Federal Energy Regulatory Commission and the Federal TradeCommission.

Alliance is Right on Track

Alliance Pipeline, the largest initial pipeline project in NorthAmerica, is on track to begin service on its scheduled date of Oct.1, 2000, the project’s CEO said last week. All of the constructiongoals for 1999 have been met and currently 77% of the mainline hasbeen installed.

Public Service Co. of Colorado and Cheyenne (WY) Light Fuel andPower will continue to refuse imbalance payback gas at leastthrough today’s gas day. If operational constraints from warmregional weather continue, the two utilities said, the paybackrestriction will be extended.

El Paso said Friday the White Rock (NM) Station had been takenout of service for emergency maintenance. The pipeline heldcapacity out of San Juan Basin at the Cycle 2 scheduled rate of2,685 MMcf/d Friday but lowered the volume slightly to 2,680 MMcf/dfor Saturday’s gas day.
