Penn Octane, PG&E Forge Multi-Year NGL Deal

Seeking deeper penetration into Mexico’s gas liquids market,Penn Octane Corp. entered into a multi-year, $40 million contractwith PG&E Natural Gas Liquids (NGL) Marketing L.P. to purchasesupplies of liquefied petroleum gas (LPG), the companies saidyesterday. The LPG will be supplied to Penn Octane’s pipelinenetwork in Texas from PG&E’s Shoup Fractionation Plant nearCorpus Christi, TX.

CMS Inks LNG Master Agreement

Seeking to add to its growing total of liquefied natural gas(LNG) deliveries at the Lake Charles, LA, complex, CMS Energyannounced a master agreement with Abu Dhabi Gas Liquefaction Co.(ADGAS) yesterday for the purchase of spot cargoes from ADGAS toCMS Marketing, Services and Trading (CMS-MST). The volumes to bedelivered pursuant to the master agreement will be determined basedupon available production and market conditions, the company said.Financial terms or specific conditions within the agreement werenot disclosed.

OXY Makes Elk Hills Gas Upgrades

Seeking greater operating flexibility in what is expected to bea more fluid California natural gas market following industryrestructuring, Occidental Petroleum has started work on a $9million, 12-mile, 16-inch gas pipeline out of Elk Hills to the eastof the massive reserve. It will interconnect with Pacific Gas andElectric’s transmission line swinging north from the Arizonaborder, providing the first interconnection between Four Cornerssupplies and PG&E when combined with earlier Elk Hillsconnection work done by Oxy.

El Paso Energy’s Tennessee Gas Pipeline Co. is holding an openseason for its Eastern Express: New England Expansion through 2p.m. CST Oct. 15. The open season, which began yesterday, follows upon an Eastern Express Project 2000 March expansion filing at the FERCfor an additional 168 MMcf/d of capacity from additional compressionat Dracut, MA (see Daily GPI, March 18,1999).
