CA Commission to Vote on Recommending Excess Capacity

As part of an 111-page draft report that the California Energy Commission (CEC’s) is scheduled to vote on this Wednesday, the state is urged to address its natural gas infrastructure needs from the standpoint of regional impacts of new infrastructure in surrounding western states and with an objective of creating excess or “slack capacity” for the future. Excess capacity could have saved the state billions of dollars in the premiums paid for wholesale gas supplies last year, according to the draft staff report, which doesn’t represent the opinions of the appointed energy commissioners.

PG&E Suspends Open Season for 1.2 Bcf/d of Pipe Capacity

Pacific Gas and Electric (PG&E) announced that it has suspended its open season for additional intrastate pipeline capacity that was scheduled to close Aug. 30. The California utility said it made the decision not to go forward with the open season at this time while conducting a corporate-wide review related to its ongoing bankruptcy proceedings.

FERC Poised to Rule on ALJ’s CA Refund Report

FERC is scheduled this week to rule on recommendations recently forwarded to the Commission by Chief Administrative Law Judge Curtis L. Wagner after two weeks of settlement talks related to California’s bid to collect $8.9 billion in refunds failed to produce a final deal between the state and generators.

The expected roll-out of the Texas pilot deregulation program, originally scheduled for June 1, has been moved to mid-July so that the state’s grid operator, the Electric Reliability Council of Texas (ERCOT), can work out computer glitches. Retail competition begins across the state Jan. 1, 2002.

The power is still off on Texas’ deregulation pilot, which was scheduled to finally begin last Friday after its June 1 ramp-up was shut down in late May (see NGI, May 28). Pilot customers now won’t have service from their new retail electric providers until at least July 20, and maybe even later, according to the Texas Public Utility Commission.

Laclede Gas Requests Rate Increase

St. Louis-based Laclede Gas Co. yesterday filed a request with the Missouri Public Service Commission to increase a portion of its general rate structure to allow it to recover increased distribution costs for its 633,000 customers in Eastern Missouri. Laclede noted that the proposal would not affect customers’ wholesale gas costs, local gross receipt tax rates or interstate pipeline and storage costs.

Southern Mineral Corp. and PetroCorp Inc. Monday announced that the date of their proposed merger, originally scheduled for on or about May 30, has been moved to on or about June 6. The final date for receipt of stock elections previously set at May 29, has been moved to June 5. In connection with the extension of the closing date, Southern Mineral and PetroCorp have amended the terms of the merger agreement to extend the termination date of the merger agreement from May 31 to June 7. The companies said the delay in closing the merger does not represent a material change in the economic or contractual terms of the agreement. Southern Mineral Corp. is an independent oil and gas company engaged in the acquisition, exploitation, exploration and operation of oil and gas properties, primarily along the Gulf Coast of the United States, in Canada and in Ecuador.
