Hungry Northeast utility giant Energy East said ConnecticutDepartment of Public Utility Control approved its merger withConnecticut Natural Gas parent CTG Resources yesterday. Providing a lengthy list of expected merger benefits,Commonwealth Edison and PECO Energy told FERC and the PennsylvaniaPUC in applications yesterday that they expect approval in nearrecord time. They said the deal will “enhance electric competition,foster FERC’s independent transmission system initiatives, protectboth wholesale and retail customers, and ensure sufficient, safe,reliable, low-cost and clean energy for consumers.” They alsobelieve the merger meets all FERC criteria. A notice ofreorganization is expected to be filed shortly with the IllinoisCommerce Commission, the companies said.

Breathitt Eyes Two-Pronged Approach to NOPR Issues

Instead of trying to tackle head-on all the issues before it inits review of the short-term and long-term transportation markets,Commissioner Linda Breathitt has proposed that FERC first issue alimited final rule addressing the less-controversial issues andsave the more complex items for later. “From what I’ve read in thecomments [filed at FERC], the approach I am proposing appears to beone that many in the market could support,” she said in a recentspeech to the American Gas Association Legal Forum in La Jolla, CA.

FERC Calls Conference on TriState

FERC has called on staff to convene a technical conference toreview various options to “resolve the jurisdictional and policyissues” posed by the proposed TriState Pipeline project. TheCommission issued an order calling for the conference after itfailed to act last week on TriState’s request for “expeditedrehearing” of a May decision in which it shelved theChicago-to-Dawn Hub project as proposed and suggested other optionsfor the sponsors to pursue.

The Energy Information Administration released its Annual EnergyReview this week chronicling 50 years of changes in the U.S. energyindustry. Fifty years ago the nation was nearly self-sufficient inpetroleum and was a net exporter of natural gas, the report notes.Now, on the eve of the new century, America imports more than half ofits petroleum and 15% of its natural gas. Gas supply and demand werein relative balance in the U.S. until the mid-1980s when aproduction-consumption gap developed. In 1998, U.S. production was 19Tcf, consumption was 21 Tcf and imports were 3 Tcf. While the numberof wells producing gas in the U.S. grew 263% over the 50 years, theaverage output per well fell by 55%.
