Edward Markey (D-MA) said he will reintroduce his “Use It or Lose It” legislation that would levy fees on nonproducing oil and natural gas leases when Congress returns from its spring recess this week.

NOAA Creating Climate Service Office

Responding to what it said is a rising tide of requests for information about climate change from “individuals and decision makers across widely diverse sectors,” the National Oceanic and Atmospheric Administration (NOAA) is creating a climate service office dedicated to bringing together NOAA’s climate science and service delivery capabilities, Commerce Secretary Gary Locke said Monday.

Responding to heightened concerns on Capitol Hill about the chemical make-up of hydraulic fracturing (hydrofracing) fluids, the Natural Gas Supply Association (NGSA) has released what it calls a “representative sample” of the additive ingredients that are used in hydrofracing fluids. The disclosure may head off attempts to regulate hydrofracing at the federal level.

Maine’s Downeast LNG Continues; Quoddy Bay Falters

Responding to FERC’s forewarning that the pipeline portion of its Downeast LNG project could be in jeopardy, the company has informed the agency that it will hold a 30-day open season for capacity on the line beginning Monday (Nov. 3). At the same time another coastal Maine project, Quoddy Bay LNG LLC told state regulators it was withdrawing its request for state permits following FERC’s dismissal of its import terminal application.
