Contentious LNG Provision May be Struck from Coast Guard Bill

A House source indicated Thursday that a contentious provision may be struck from the Coast Guard reauthorization bill (HR 2830) that would require the Department of Homeland Security to sign off on liquefied natural gas (LNG) projects.

El Paso said it has determined that a pipe anomaly between the Eunice and Pecos River Stations will require replacement of about 80 feet of pipe, which will begin at 8 a.m. MST Thursday and is expected to take 12 hours. The reduction in segment capacity will be about 200 MMcf/d out of a base capacity of 400 MMcf/d. The IPENNWELL interconnect will be completely shut in for the duration of the work, but based on current levels of throughput, El Paso expects minimal service impact.

Senate Bill Would Preserve Federal Convictions if Defendant Dies

Sens. Dianne Feinstein (D-CA) and Jeff Sessions (R-AL), both members of the Senate Judiciary Committee, introduced legislation Thursday that would require a federal conviction to stand in the event of the death of a defendant and would allow victims to seek restitution from the defendant’s estate.

CA Lawmakers Kill Proposal to Give Energy Panel Key LNG Role

On its concluding day of this year’s legislative session, a committee in the California lower house Assembly Thursday killed a proposal to require the California Energy Commission (CEC) to review and rank four existing proposals for a liquefied natural gas (LNG) receiving terminal along the state’s coast. Proponents wanted the legislation to counteract the federal permitting preemption established in last year’s federal Energy Policy Act (EPAct).

Electric Generation Sector Needs Long-Term Gas Strategies, Public Power Report Says

The goal of more stability in wholesale natural gas markets will require a combination of regulatory and market strategies that are not in place currently, according to a report issued last month by the American Public Power Association (APPA). More oversight of financial traders is among the recommended steps that are needed, the APPA report, “Long-Term Strategies Are Key in Achieving Stable Natural Gas Prices,” concluded.

Dominion issued OFOs for Friday that require shippers to conform their transportation and storage services to scheduled nominations. Dominion said it cannot tolerate excess receipts into its system because they jeopardize its ability to receive gas for injection into storage as required by Dominion’s service agreements and tariff. Customers under Rate Schedules FT, IT or MCS are affected by the first OFO and will be charged $10/Dth penalties for failure to stay within a 2% tolerance from scheduled nominations. In the second OFO, Dominion also required customers under Rate Schedules FT and GSS to conform their deliveries to nominated volumes, with the same tolerance and penalties as the first OFO applicable. However, such customers may elect to inject physical transportation overdeliveries into storage and to withdraw underdeliveries from storage to the extent authorized under their contracts (subject to applicable nomination requirements), the pipeline said. Dominion also warned all customers that “have injected or will inject unauthorized quantities of gas” exceeding their Maximum Daily Injection Quantity (MDIQ) must reduce injections to their MDIQ within 24 hours, effective with the start of Friday’s gas day until further notice. Failure to comply will result in a Daily Injection Unauthorized Overrun Charge, currently $63.58 cents per dekatherm of overinjection.

FERC Proposes Mandatory Pre-Filing Procedures for LNG Projects

FERC on Monday proposed a rule to require potential developers of new liquefied natural gas (LNG) import terminals and associated facilities to initiate pre-filing procedures at least six months before filing a formal application with the agency. The proposed rule also would apply to companies seeking to expand their existing LNG facilities, if FERC’s director of Office of Energy Projects deems it necessary.

Crews Working to Level BP Platform; MMS Says Shut-ins Fall to 1 Bcf/d

Although it appears that the badly listing Thunder Horse platform in the Gulf of Mexico may require extensive repairs after taking a severe beating by Hurricane Dennis, BP was taking an optimistic view on Wednesday. Meanwhile, other producers have nearly completed repopulating Gulf platforms and rigs, and the Minerals Management Service (MMS) has reported no other major damage to Gulf infrastructure. Gas production shut-ins have fallen to about 1 Bcf/d.

Transco Ordered to Pay Remedy for Violation of ’92 Settlement with Sunoco

In what has become a protracted and unusually complex case, FERC has said it would require Transcontinental Gas Pipe Line to pay Sunoco Inc. for any additional gathering costs that it incurs due to the pipeline’s violation of a 1992 settlement.
