Duke Energy’s Algonquin Gas Transmission announced an openseason for its proposed HubLine Pipeline The open season to acceptcapacity requests began July 20 and concludes on Aug. 12. Servicefor HubLine, which is designed for 600,000 Dth/d, is expected tocommence in 2002 and nominations for services starting at differentperiods will be accepted and evaluated.
NYSEG Requests Conference On NUG Contracts
New York State Electric & Gas (NYSEG) has asked FERC and theNew York State Public Service Commission (PSC) to hold a jointtechnical conference on utility power purchase agreements withnonutility generators (NUGs) as soon as possible. Eight statelawmakers sent a letter to FERC Chairman James Hoecker on thematter last fall, but action was never taken, a NYSEG spokesmannoted.
NY Requests Comments on Stranded Costs
New York Public Service Commission issued a notice last weekseeking comments on how “strandable” gas capacity costs createdwhen existing sales customers migrate to transportation serviceshould be recovered from customers. Interested parties should filetheir comments by Dec. 14.
Industry ‘Swamped’ by FERC’s NOPR, NOI; Requests Extension
Citing the breadth of the undertaking as the reason, six tradeassociations last week jointly asked FERC to extend by 74 days thedeadline for the gas industry to respond to the major notice ofproposed rulemaking (NOPR) and notice of inquiry (NOI) that wereissued in July.
