Coastal Corp.’s Gulfstream Natural Gas System has sent a requestfor quotation (RFQ) to 10 pre-qualified contractors for installationof the offshore portion of its proposed 744-mile natural gas pipelinefrom Alabama across the Gulf of Mexico to Florida. The RFQ calls foroffshore assembly and installation of more than 400 miles of 36-inchdiameter pipe to to serve Gulfstream’s customers in Florida. Thepipeline says it has 10 large, non-affiliated Florida utilities andpower generation facilities signed to long-term commitments for themajority of its capacity. Gulfstream is one of two largeunder-the-Gulf pipelines proposed to serve the Florida Peninsula. TheFederal Energy Regulatory Commission last month issued preliminaryapprovals for both Gulfstream and Buccaneer pipelines, each of whichproposes to carry about a Bcf/d into the state. The latter issponsored by Williams and Duke Energy (see Daily GPI, April 26).

Egan Hub Partners, a subsidiary of NiSource, filed a request atFERC recently to expand the operating capacity of its existingstorage facility in Acadia Parish, LA from 15.5 Bcf to 21 Bcf. Thecompany wants a FERC decision by Sept. 1 so that some or all of theexpansion can be online during the 2000-2001 heating season. Egansaid the expansion is necessary because of the large number ofrequests from customers for additional storage service. It expectsthat the expanded capacity will be fully subscribed and says it canprovide the identity of customers with which it is discussingincremental service, if the Commission requests such information.The company’s two existing salt dome caverns will be enlarged from7.75 Bcf to 10.5 Bcf and compression will be added, boostingdeliverability from 750 MMcf/d to 800 MMcf/d.

ANR Blows Guardian Full of Holes at FERC

ANR Pipeline unloaded an arsenal at the Guardian Pipelineproject yesterday in a protest and request for dismissal filed withFERC. If Guardian is built, it would be a bypass of ANR, resultingin 650 MDth/d of firm transportation capacity being turned back tothe Coastal subsidiary. That turnback capacity would mean a loss of$54 million in annual revenue, ANR said, of which $26 million couldbe avoided if Wisconsin Gas accepted a competing proposal presentedby ANR. ANR is requesting it be allowed to charge Wisconsin Gas anexit fee if Guardian is approved.
