A major LDC group and a pipeline group urged FERC yesterday tofavorably consider a proposal that would clear the way for gaspipelines and their customers to negotiate the heretofore untouchedarea of terms and conditions of service. The Commission has limitedits approval so far tonegotiation of rates.

Brokers and speculators (at least some, anyway) may havebreathed a collective sigh of relief on Wednesday, as volatilityreturned to the New York Mercantile Exchange. The April contractfinally broke out of the tight $2.105-205 trading range that hadbeen containing its movements since March 6 by virtue of its 8.4cent rise to $2.239. Sources agreed the activity was led byanticipatory buying ahead of the release of the latest AGA storagereport. “It was more buy based on rumor today, but the rumor wasstrong enough to drive April above major resistance at $2.205,” oneof the sources told NGI.

Tax Relief Bill for Alternative Fuels Introduced
Rep. John E. Ensign (R-NV) proposed legislation late last weekthat would provide a 50-cent income tax credit for each gallonequivalent of natural gas, propane and methanol used in vehiclesplaced in service after Dec. 31, 1997. The tax credit will act as a”significant financial” incentive for fleet managers and others tostep up their use of clean, domestic fuels.
