The New Mexico Public Regulation Commission (PRC) elected Sandy Jones chairman and David King vice chairman. A road construction business founder and owner from the southwestern part of the state, Jones joined the PRC Jan. 1, 2007. Jones said he wants to help small businesses “thrive,” which he claims will create jobs and allow the state to retain more of its young citizens. King is a third generation New Mexican from the family that operates the King Ranch in South Texas. King is a veteran of local, state and federal government positions and has served three previous governors in New Mexico.

The New Mexico Public Regulation Commission (PRC) has given five investor-owned gas and electric utilities in the state until Jan. 11 to report pay packages their top executives have received and other financial information from the past decade as part of an investigation into whether executive compensation “is reasonable and just.”

CFTC Gives Limited Registration Exemption to Foreign-Based Brokers

The Commodity Futures Trading Commission (CFTC) last Wednesday adopted changes with respect to its regulation of foreign brokers operating within the United States. Specifically, the CFTC said it will exempt foreign firms from registration as a futures commission merchant (FCM) and any associated requirements if they limit their customers to persons located outside of the U.S. and submit transactions executed on U.S. exchanges for clearing on an omnibus basis through a registered FCM.

The Conservative government of Canada’s energy province is promising to inaugurate a new era of efficient regulation — by going back to the approach taken in its formative times. After 12 years of a forced marriage, Alberta’s natural gas, oil and power watchdogs will regain their former stature as two separate agencies responsible for supply development and protecting consumers.

Citing Amaranth, MotherRock, APGA Supports CFTC Governance of OTC Market

Calls for regulation of the over-the-counter (OTC) market and of hedge funds continue weeks after hedge fund Amaranth Advisors LLC’s $6+ billion loss due to wrong-way bets in the natural gas futures arena. The latest call for reform came Tuesday from the American Public Gas Association (APGA), which has asked both the House and Senate for “greater transparency” in natural gas trading.

New Mexico Regulators Back Off Limiting Votes by Commissioners

After stirring up a flap among a newly elected combination of regulators, the New Mexico Public Regulation Commission (PRC) on Thursday rescinded a mandatory prohibition against one of its five members facing criminal charges, replacing it with a softer resolution that would make it voluntary for any member who is a criminal or civil defendant to recuse themselves from votes on internal personnel and administrative matters at the commission.
