Losses Climb at Beleaguered Cheniere Energy

Foundering liquefied natural gas (LNG) terminal developer Cheniere Energy Inc. continued to produce more red ink than regasified LNG in the second quarter as losses more than tripled from the year-ago period and more than doubled from the first quarter. However, investors took heart from the company’s announcement that it had secured $250 million in financing.

Correction

In a Jan. 28 story entitled “LNG Regasified in Canada Heads for U.S. Northeast by 2009” (see NGI, Jan. 28), NGI incorrectly stated that EnCana Corp.’s proposed Deep Panuke project offshore of Nova Scotia remained in the planning stages with no immediate decision to start construction on the horizon. In fact, Deep Panuke was sanctioned for development by EnCana’s board of directors in October 2007 (see NGI, Oct. 27, 2007) and is proceeding to construction, with first gas expected in 2010. NGI regrets the error.

Algonquin Gets FERC Nod to Start Building Northeast Gateway Lateral

FERC has given the green light for Algonquin Gas Transmission LLC to begin construction by Wednesday of a 16-mile pipeline that would provide deliveries of regasified natural gas from the proposed Northeast Gateway deepwater liquefied natural gas (LNG) port to the Northeast market.

FERC Sets Policy on Recovery of LNG-Related Mitigation Costs

In a major policy decision Thursday, FERC ruled against establishing a mechanism in interstate pipeline tariffs that would provide for recovery of mitigation and repair costs incurred by downstream gas users as a result of the introduction of revaporized liquefied natural gas (LNG) into their systems that meets approved standards for gas quality and interchangeability.

The expected flood of regasified LNG entering the Gulf Coast region in the next few years has prompted plans for another high-deliverability gas storage project. Black Bayou Storage LLC, which is owned by three privately owned companies, is holding a binding open season for service at a planned 11 Bcf salt dome storage facility in Cameron Parish, LA.

It believes that “some consolidation” of the proposed Tractebel Calypso Pipeline and AES Ocean Express Pipeline projects is warranted.
