The Oregon Senate last week signed off on a measure that would push back state implementation of electric restructuring into early 2002 from a current schedule of Oct. 1, 2001. The Oregon House was expected to take up the measure as early as yesterday, and if the lower chamber signs off on it, the bill will wind up on Gov. John Kitzhaber’s desk.

House Dems Push For Floor Consideration of Price Caps
Democrats in the House of Representatives are gearing up to wage a fight this week that, if successful, would force consideration of energy price-cap legislation on to the House floor. The move by House Democrats stands in marked contrast to a recent decision by their counterparts in the Senate to hold off on similar legislation in the wake of a move by FERC last week to extend price controls on bulk electricity transactions to the entire western region.

The Mackenzie Valley and Beaufort offshore pipeline proposals got a slight push forward last week following two days of meetings with all of those responsible for regulating energy developments in the Northwest Territories. MMS Eastern Gulf Lease Sale Remains on Track
The U.S. Minerals Management Service may feel sort of like a push-me pull-you animal in the next few months as state and federal officials argue about December’s proposed Eastern Gulf of Mexico federal lease Sale 181. The proposed leases provide a 15-mile buffer zone off Baldwin County, AL, but most are more than 100 miles from Florida — a region where drilling is opposed by Gov. Jeb Bush.
CA Governor, Regulators Push on, but Legislature Raises Doubts
Two certainties prevailed in California’s blighted energy landscape Thursday: wholesale power bills are getting bigger and state regulators are trying harder to salvage Gov. Gray Davis’ deal with Southern California Edison Co. But in the state legislature from which the ultimate solutions must come there was growing skepticism, despite a series of meetings with the governor earlier in the week.
Mexico’s Fox Pushing For Energy Reforms
Mexican President Vicente Fox said that he will push strongly to allow private investment in the country’s state-run electricity commission because without it, the country will have to practically beg for help from the United States to meet its energy needs. He insisted, however, at an economic summit in central Mexico last week that there are no plans to privatize the country’s state-run electricity commission or its state-run oil company.

Except for falling San Juan Basin and Malin numbers, prices sawfairly substantial rebounds in post-weekend trading Monday. Coldweather prevailing throughout most of the eastern U.S., highlightedby a potentially severe winter storm developing in the Northeast, plus a large loss of offshore production, were primarilyresponsible for the firmness, sources said.
