CA Governor Signs Two Electricity Bills

Separate but closely linked California legislative proposals toprovide consumer electricity rate relief and accelerated powerplant siting/energy efficiency programs were signed into lawWednesday by Gov. The Texas Railroad Commission last week voted to approve toughpipeline safety proposals that include targeting one of the largestutilities in the state – TXU Energy. The TRC voted unanimously torequire TXU to have all segments of its polyethylene 1 pipe out ofthe ground by December.

Rigel Energy Corp. of Calgary, a medium-sized Canadian producer,is opening a data room June 14 to solicit proposals from partiesinterested in “making an investment in the equity of thecorporation, merging with the corporation, acquiring certain ofRigel’s assets, or making an offer for 100% of the corporation,”according to Don Gardner, Rigel’s chief financial officer. Aspecial committee has been appointed to conduct the process which”will be broad, open and transparent,” Gardner told the company’sannual meeting June 2.

Murkowski Outlines Senate’s Electric Deregulation Agenda

The U.S. Senate is closing in on a set schedule of hearings forall pending federal electric deregulation proposals, Senate EnergyCommittee Chairman Frank Murkowski (R-AK) said at a committeehearing Wednesday. The schedule will include a hearing date for theDept. of Energy Secretary Bill Richardson’s administrationproposal, allowing interested parties to comment on itscontroversial 7.5% renewable energy mandate.
