New England Democrats and Republicans, along with some industry groups, have expressed their opposition to the Obama administration’s budget proposal to slash the funding for the government program that provides home heating fuel assistance to low-income consumers.

The borough council of Ford City, PA, about 40 miles northeast of Pittsburgh in Armstrong County, is considering a proposal from EXCO Resources Inc. to lease nearly 300 acres of borough land for Marcellus Shale gas drilling operations.

PAA Natural Gas Storage LP (PNG) has filed with FERC an application to expand its Pine Prairie Natural Gas Storage salt cavern facility in Evangeline Parish, LA. The proposal calls for the construction of an additional 32 Bcf of working gas storage capacity, including two new 12 Bcf caverns and the expansion of permitted capacity for caverns two through five to 12 Bcf from 10 Bcf each.

The Apex project calls for the construction of approximately 28 miles of 36-inch diameter pipeline in an unlooped portion of Kern River’s existing mainline across the Wasatch Mountains in northern Utah; the installation of a 16,000 hp gas-fired turbine compressor unit and restaging of existing compressor units at three existing compressor stations in Uinta County, WY, Utah County, UT, and Clark County, NV; the replacement of a compressor unit at Kern River’s existing Fillmore Compressor Station in Millard County, UT; and construction of the new Milford Compressor Station with a single 30,000 hp gas-fired turbine compressor in Beaver County, UT. The proposed facilities will add 78,000 hp to the Kern River system, increasing its summer design capacity to 2.142 MDth/d from 1.876 MDth/d, according to Kern River, a subsidiary of MidAmerican Energy Holdings Co. The pipeline has indicated that it hopes to have the expansion in service by Nov. 1, 2011. Kern River said it has executed a precedent agreement and a long-term, firm transportation service agreement with NV Energy, formerly Nevada Power Co., for the entire capacity to be created by the expansion. The Kern River system, which is mostly 36-inch diameter pipeline, extends 1,680 miles from Wyoming to California.

The Obama administration’s proposal to repeal two major oil and natural gas tax credits — the Section 199 and dual capacity deductions — would produce extensive economic losses over the upcoming decade, said an economist with Louisiana State University.

FERC has approved Petal Gas Storage LLC’s proposal to convert an existing salt brine storage cavern within the Petal Salt Dome east of Hattiesburg, MS, for use as a gas storage cavern, and to construct pipeline facilities to connect the cavern with existing storage operations.

FERC Monday approved East Cheyenne Gas Storage LLC’s proposal to operate a natural gas storage facility in Northeast Colorado to serve the peak-day and load-growth needs in markets throughout the Midwest and West.
