PG&E Advances on $9.6B Settlement Financing; S&P Signals Rating Upgrade

Culminating a week of progress in pulling together the financing underpinning of its exit from Chapter 11 bankruptcy protection, Pacific Gas and Electric Co. on Friday announced that it intends to offer $6.7 billion in first mortgage bonds to help pay credit claims in its $12 billion utility bankruptcy. This followed announcement earlier in the week that the utility secured $2.9 billion in credit facility commitments and authorization from California state regulators for its new financial structure.

House and Senate negotiators made some progress last week on broad energy legislation — mostly on issues unrelated to crude oil and natural gas — but they had their work interrupted for two days by the arrival of Hurricane Isabel. Negotiators met with President Bush before leaving town ahead of the storm, and assured him an energy bill would be on his desk by mid-October.

Duke Updates Patriot Extension Progress; Eyes Late 2003 Start-up

Sticking to its end of the year in service deadline, Duke Energy Gas Transmission (DEGT) said it has successfully installed, inspected and tested 1,666 feet of Patriot Extension natural gas pipeline under the New River in Wythe County, VA, and is continuing construction on a 53-mile section of the pipeline moving east from the river.

Northern Border Pipeline Company Capacity Nearly Sold Out

Northern Border Pipeline Co. said Tuesday that it has made further progress in recontracting and has now nearly sold out the long-haul firm capacity on its 2.4 Bcf/d pipeline system. The additional capacity commitments are at the maximum transportation rates with terms of one to two years.
