Questar posted an OFO requiring all ISS customers at its Clay Basin storage facility with a negative inventory balance as of March 31, resulting from month-end allocation of storage fuel, to transfer gas in-place to bring the inventory to zero by the end of business on April 30. “An in-place transfer is required to remedy the negative inventory so further storage fuel will not be allocated in April 2011,” Questar said. Any ISS contract with negative inventory remaining at the end of April will be terminated and the balance cashed out, it added.

Transportation Notes

Related to the colder-than-normal weather forecasted in its market area, Southern Star Central has posted a list of criteria (see the bulletin board) to which shippers must adhere to prevent the pipeline from issuing a systemwide or point- or shipper-specific OFO on short notice. The restrictions are expected to remain in effect until the start of Monday’s gas day.

Williams Swings to 3Q Loss, Agrees to Sell Piceance Midstream

Williams Cos. on Thursday posted a $1.26 billion loss for 3Q2010, which it blamed partly on significant impairment charges related to its Barnett Shale properties. The losses were a turnaround from the year-ago period when the Tulsa-based company had profits of $143 million (24 cents).

The Federal Energy Regulatory Commission approved Cadeville Gas Storage LLC’s application to build a planned gas storage facility in Ouachita Parish, LA, approximately 10 miles southwest of Monroe. Storage services are scheduled to begin in 2012. The three- to four-turn facility is being designed to provide a peak deliverability of 420 MMcf/d and a peak injection of 420 MMcf/d. Cadeville plans to convert a depleted gas reservoir to develop a total of 16.5 Bcf of working capacity. The facility would have the ability to interconnect to Tennessee Gas Pipeline Line 100, Gulf South’s Middle 30, Gulf South’s 42-inch East Texas to Mississippi Expansion, Texas Gas Transmission, CenterPoint Energy Line CP and Energy Transfer Partners’ 42″ Tiger Pipeline. Open seasons held in 2009 (see NGI, April 6, 2009) and earlier this summer (see NGI, May 31) received total bids for more than twice the amount of working gas capacity proposed in its application, according to Cadeville.
