Bids for Mexico’s Manzanillo LNG Project Expected in First Half of April

Mexico has been in talks with a half dozen companies about building and supplying a liquefied natural gas (LNG) terminal at the port of Manzanillo, according to a Reuters News Service report. The country’s Federal Electricity Commission (CFE) is expected to open tenders in the first half of next month.

The U.S. Coast Guard and the Maritime Administration (MARAD) announced the cancellation of all actions related to the processing of a deepwater port license application for ExxonMobil’s proposed Pearl Crossing LNG Terminal offshore Louisiana. The action includes cancellation of all activities related to the preparation of an environmental impact statement (EIS) and is in response to ExxonMobil’s decision to withdraw the application. The company said earlier this year that it would pursue development of its proposed onshore terminals, which already have received certification from the Federal Energy Regulatory Commission. ExxonMobil spokesman Bob Davis said the main concern with the offshore terminal was the controversy over the open rack vaporization process, which uses large amounts of sea water to vaporize the LNG and may have undesirable environmental consequences. In a Federal Register notice, MARAD said the cancellation of all actions related to the application was effective Oct. 19. The $1 billion LNG project would have been located 41 miles off the coast of Louisiana in West Cameron Block 220 and would have included a 1 Bcf/d pipeline to the coast.

Transportation Notes

Florida Gas Transmission said Friday it is performing unscheduled maintenance on one of the two units at Compressor Station #3 in Port Lavaca, TX. The outage is expected to last through Sept. 15. During this work FGT will schedule up to about 160,000 MMBtu/d through the station. During normal operations it schedules up to 230,000 MMBtu/d. The reduction took effect Saturday.

Excelerate Readies Offshore LNG Plan for Massachusetts, Working on California

Excelerate Energy LLC, which ramped up operations at its Gulf Gateway liquefied natural gas (LNG) Energy Bridge Deepwater Port offshore Louisiana one month ago, will file an application to build its second facility offshore Massachusetts within the next two weeks, and has begun laying plans for another one offshore California, the president said Thursday.

The Alaskan LNG project, proposed by Sempra Energy and the Alaska Gasline Port Authority, is least likely to go forward among the three projects proposed to tap northern natural gas resources — the Alaska and Mackenzie pipelines being the other two. But an uncertain regulatory process and competition from multiple liquefied natural gas (LNG) import terminals make the fate of all three northern projects uncertain, according to a new report by Calgary-based Tristone Capital.

Cheniere’s 2.6 Bcf/d Sabine Pass LNG Terminal Gets Green Light

FERC issued a draft order last week granting a certificate for development and operation of the $750 million Sabine Pass LNG terminal in Cameron Parish, LA. With a proposed peak sendout of 2.6 Bcf/d of regasified LNG, Cheniere LNG’s Sabine Pass terminal will be the largest of the three proposed and four existing U.S. LNG terminals with FERC certificates.

BP Plans Galveston LNG Terminal; Sees LNG Supply as Key to Success

BP has purchased a land lease option from the Port of Galveston for a planned liquefied natural gas (LNG) import terminal on Pelican Island, which is about five miles north of Galveston, TX. A BP spokesman said the project is in the early planning stages but about 1.2 Bcf/d of sendout capacity is expected and there is enough space at the site for a large expansion.
