Williams Partners LP has placed the first phase of its Transco pipeline 85 North expansion into service, providing 90,000 Dth/d to fuel Constellation Energy’s new 740 MW power plant in Tallapoosa County, AL. Phase II of the project will increase the pipeline’s capacity by an additional 218,500 Dth/d by summer 2011, serving new and existing power generating facilities in North Carolina. Phase I of the project required adding 17,900 hp at two compressor facilities in Alabama. Phase II will require the addition of approximately 22 miles of 42-inch diameter pipeline in Alabama, South Carolina and North Carolina, as well as a new 20,500 hp compressor facility in South Carolina and modifications to several existing compressor stations. The total cost of the project is about $241 million.

A bill that would have placed a three-year moratorium on leasing of state forest land in Pennsylvania’s Marcellus Shale for natural gas exploration, drilling or production was referred to a committee Wednesday by the state’s Senate, which effectively killed the legislation for now.

Maritimes & Northeast Pipeline has begun receipt and redelivery of gas from the Canaport liquefied natural gas (LNG) terminal in Saint John, NB, the pipeline said. In January Maritimes placed into service its Phase IV Expansion to facilitate delivery of gas from Canaport to markets in Maine, New Hampshire, Massachusetts and Atlantic Canada (see Daily GPI, Jan. 6). The project doubled Maritimes’ U.S. year-round firm mainline capacity from approximately 400 MMcf/d to approximately 800 MMcf/d. “The addition of imported LNG realizes another milestone in the history of Maritimes and our efforts to add incremental supplies from diverse sources to ensure our markets have access to ample natural gas,” said Maritimes President Tina Faraca. The Phase IV Expansion has allowed Maritimes to reduce its mainline recourse rates. The pipeline has filed a rate application with the Federal Energy Regulatory Commission requesting an effective date of Aug. 1 for the reduction to its recourse rate. Maritimes is owned by affiliates of Spectra Energy (77.53%), Emera Inc. (12.92%) and Exxon Mobil Corp. (9.55%).

Transwestern Gets FERC OK to Rev Up Phoenix Expansion

Shortly after gaining FERC approval Transwestern Pipeline Co. LLC last Monday placed the second and final phase of its Phoenix Expansion Project in service. This part of the project includes all of the facilities in Arizona: the 280-mile Phoenix Lateral, modifications at the Seligman Compressor Station, the Ash Fork facility, customer laterals, meter stations and associated facilities.

Millennium Pipeline to Open Monday; Empire in Service

National Fuel Gas Co. subsidiary Empire Pipeline has placed in service Empire Connector, one of five projects that make up the Northeast Project, and the much-anticipated Millennium Pipeline, which had been set to go into service last week (see NGI, Dec. 1), was instead scheduled to go into service Monday (Dec. 22).

Moratorium-Free OCS Could Mean $1.7T More to Federal Coffers

The development of domestic oil and natural gas resources that have been placed off-limits by Congress for nearly three decades could produce more than $1.7 trillion in revenue for the federal government, create thousands of jobs and bolster the nation’s energy security, a study released by the American Petroleum Institute (API) said.
