Pipes, Shippers Favor Negotiated Rate Option; CA Regulators Cite Abuses

Despite FERC’s concerns that pipes may be abusing their authority to negotiate transportation rates, shippers and pipelines alike urged the Commission last week to continue to allow interstate gas pipes to offer customers customized negotiated rates as an alternative to maximum recourse rates.
