The U.S. Bureau of Land Management (BLM) has issued a final environmental impact statement (FEIS) for its revised Rawlins, WY, Resource Management Plan (RMP), outlining possible actions and their corresponding impacts for the millions of acres of natural gas-rich land in southern Wyoming. And now the agency is awaiting comments and the expected protests.

In outlining Canadian Prime Minister Stephen Harper’s priorities for the country in the coming year, Canadian Governor General Michaelle Jean, in a wide-ranging speech, allowed that Kyoto Protocol emission reduction deadlines will be missed, and that Canada has every intention of defending its northern shores — and the mineral rights contained just off of them — from foreign interests.

In outlining Duke Energy’s transition from an “energy superstore” into “two pure-play powerhouses,” CEO James Rogers predicted that the new Duke Energy pure-play electric company would grow ongoing diluted earnings per share by an average of 4-6% over at least the next three years through solid organic growth and a 1-1.5%/year increase in electricity demand.

MMS Details Rockies Express Pipeline Capacity Agreement, Expanding RIK Program

Outlining the previously reported capacity agreement with the developers of the proposed Rockies Express Pipeline, the Minerals Management Service (MMS) announced that its 10-year deal commits MMS to transport more than 18 Bcf of gas per year (or 50 MMcf/d) from the pipe’s origin in Wyoming.

Duke Mulls Adding New Generation at North Carolina Sites

Duke Power last Wednesday disclosed that it has filed preliminary information with the North Carolina Utilities Commission (NCUC) outlining possible plans to add two new 800 MW generating units at its existing Cliffside Steam Station in Rutherford and Cleveland Counties and a 600 MW natural gas and oil-fueled, combined cycle unit at the company’s Buck Steam Station in Rowan County.

The National Energy Board is seeking feedback from interested parties on a discussion paper outlining its proposed Appropriate Dispute Resolution (ADR) program. The document describes options for settling disputes as an addition to the board’s traditional regulatory process. The board is welcoming the public’s input, comments and questions on all aspects of the design of the program and the contents of the ADR document. Comments received by Nov. 5 will assist in developing program guidelines. The ADR discussion paper are available on the board’s web site at www.neb-one.gc.ca under “What’s New.”
