In compliance with FERC Order 2000, SCANA, CP&L Energy andDuke Energy have discussed the formation of an independent regionaltransmission organization (RTO). The three companies would empowerthe proposed RTO to be known as GridSouth, with the responsibilityof planning and operating their transmission systems.

Correction

NGI’s Daily Gas Price Index incorrectly stated that “active”ownership by a class of market participants in a regionaltransmission organization (RTO) was limited to a benchmark of 25%.The correct level is 15%. Active ownership of RTOs by either aclass of market participants or an individual market participantwill cease after a five-year period, “with an extension possible incertain circumstances,” FERC said last week on rehearing of Order2000, which promotes the formation of RTOs in the electricitymarket.

GISB Meeting On Retail Standards

The Gas Industry Standards Board (GISB) will facilitate ameeting to be held at the Department of Energy (DOE) Jan. 26 on theneed for an organization to develop retail standards for the gasand electric industries. The meeting, to be held at DOE’s ForrestalBuilding, 1000 Independence Ave., SW, will begin at 8:30 a.m.Robert W. Gee, assistant secretary for fossil energy, will open themeeting. Representatives of companies and trade associations in thegas and electric industries, as well as interested individuals, areinvited.
