A natural gas flow interruption caused by an explosion and fire at the Opal hub in Wyoming was partially restored Thursday afternoon by flowing through a different processing plant. Opal had been supplying up to 1 Bcf/d to interstate pipelines before the incident Wednesday at the Williams Partners LP facility.

Opal Plant operator Williams Field Services (WFS) said Tuesday afternoon existing cold in the plant area and “the projected extremely cold weather forecast going into the long holiday weekend may require WFS to make nomination reductions. These cuts would be due to the potential for current and future [equipment] freeze-offs. We are encouraging all customers to nominate the gas they believe is currently flowing.” WFS also advised customers to rank the gas they would prefer to have cut if that became necessary.

Williams Field Services (WFS) will perform emergency maintenance Thursday on the Turbo Expander Plant 5 unit at Opal Plant to remove a freeze in the gas-to-gas exchanger, according to a posting on the Kern River bulletin board. Estimated impact will be 90 MMcf for Thursday’s gas day, WFS said. Barring unforeseen delays, nominations can return to pre-maintenance levels beginning Friday, it added.

(PG&E), the project’s anchor shipper, received a favorable proposed decision regarding the project from a California Public Utilities Commission (CPUC) administrative law judge (ALJ). In related news, the U.S. Bureau of Land Management (BLM) said it is holding a number of public meetings to obtain comments on the environmental ramifications of the proposed pipeline.

Production Growth Driving CIG Raton Expansion
Production growth in the Raton Basin has prompted El Paso Corp.’s Colorado Interstate Gas Co. (CIG) to expand its transmission system serving the basin. CIG’s Raton Expansion would add 130 MMcf/d of incremental firm capacity from the Las Animas County, CO, area northward along the Front Range of Colorado to the Cheyenne Hub.
Rockies Alliance Pipeline’s Open Season Secures Initial 500 MMcf/d
Alliance Pipeline Inc. and Questar Overthrust Pipeline Co.’s proposed Rockies Alliance Pipeline (RAP) — which would transport gas from Opal and Wamsutter, WY, and Meeker, CO, to Alliance Pipeline delivery points in the Chicago area — received a “positive response” from prospective shippers during an open season that closed on June 16, according to the companies.
