Transportation Notes

Five meters at the discharge side of Longview Station on theWillow Springs Lateral in Texas Eastern’s East Texas zone will beshut in today through June 21 for road crossing work and anomalyrepair. The project was delayed two days from a previouslyscheduled Monday start. The same meters will remain shut in June22-27 for previously posted Department of Transportation-relatedwork. In a separate project, Texas Eastern will require the shut-inof all meters upstream of the Iowa (LA) Plant June 21-27 as itupgrades and installs new facilities on Line 41 between Iowa andthe Grand Chenier (LA) Station. The plant’s annual maintenanceshutdown will coincide with the Line 41 outage.

El Paso will have the “B” Plant at Williams (AZ) Station downfor maintenance June 21-23, reduing North Mainline capacity in SanJuan Basin by 100 MMcf/d. From June 28 through July 7, individualWilliams “B” compressors will be off-line, cutting North Mainlinecapacity by 25 MMcf/d June 28-July 2 and by 40 MMcf/d July 3-7.

TransCanada yesterday was continuing to evaluate an electronicfailure on its 36-inch Western Alberta System. A tool used duringan in-line inspection run failed. Arrival of a de-watering pig atthe Knight compressor station has been delayed until about noonmountain time today. Work on the system between the Miekle Riverand Knight compressor station in northwestern Alberta began May 31,impacting receipt capacity by about 1 Bcf/d. The system should beup to regular flows again some time by Saturday, a spokesman said.The outage had been scheduled to end June 9.

Palmetto Interstate Pipeline Co., a partnership of SouthernNatural and Carolina Power & Light, said it is extending itsopen season for firm transportation capacity on its proposed systemuntil June 30. Interested parties should contact Sonat’s MarkLimbaugh at (800) 633-8570 or CP&L’s Rob Caldwell at (919)546-4552. Palmetto is planning to build a line that would run fromSonat’s terminus in Aiken, SC, to an interconnect with NorthCarolina Natural Gas – which is being purchased by CP&L – inRoberson, NC. CP&L plans to subscribe for a substantial portionof Palmetto’s 200 MMcf/d to 300 MMcf/d capacity to fuel newelectric generation being developed in the Carolinas, with theremainder to be used to increase regional gas availability.CP&L said it plans to build 4,000 MW of gas-fueled generationin the Carolinas by 2007. Palmetto said it plans to have Phase I ofits system in service in April 2002 with up to 300 MMcf/d ofcapacity. Two later phases in the following two years would addcapacity to the system.

Effective today through 9 a.m. Thursday Northern Natural said80,000 MMBtu/d will be affected by planned unit maintenance on itsSpearman Cargray System. A number of points are affected. SeeNorthern Natural’s bulletin board for details.

El Paso’s planned maintenance at Alamo Lake Station was expandedto include a total station shutdown Wednesday. Alamo Lake No.1turbine will be down today and Tuesday, reducing Havasu Crossovercapacity by 100 MMcf/d. The No.2 turbine will also be downWednesday for a total Havasu cut of 150 MMcf/d. To coincide withthis outage and minimize impact on San Juan Basin supplies, theNavajo Station’s 2C turbine will be down for maintenance Wednesday,reducing North Mainline capacity by 155 MMcf/d.

Transco extended Thursday the open season for FT service on itsSundance Expansion Project, originally scheduled to end June 1,through June 18. Sundance will provide extra capacity from Station65 in Louisiana to Station 165 in Virginia and is proposed to beginservice by April 1,2002.

Sea Robin told shippers Tuesday it must shut in the entiresystem for 10-12 hours today and asked them to cut their nominationlevels by 50%. The action resulted from being informed by Texaco,operator of the Sea Robin Processing Plant, that the plant musthalt operation to repair a leak. The event constitutes a forcemajeure, Sea Robin said, and thus it declared an OFO Type 30 forthe shutdown period. The pipeline said it had contacted downstreamdelivery point operators and they could not accept gas untreated bythe plant’s dehydration facility.

El Paso returned its Blanco “D” turbine (see Daily GPI, June 1) to service Tuesdaymorning, removing a 270 MMcf/d constraint on San Juan Basincapacity. A problem with turbine vibration at Lincoln Station appearsto be under control, El Paso said, and it restored San Juan Crossovercapacity to 580 MMcf/d.

A 270 MMcf/d reduction in San Juan Basin supply persisted intothe weekend-and possibly beyond-as El Paso reported it had founddamage to internal rotating components in its Blanco Plant’s “D”turbine that would require removal and inspection. The plant hadbeen scheduled to resume full operation Thursday. If the parts canbe repaired and reused, the turbine should return to service May31, El Paso said. But if the parts must be replaced, the projectedreturn date is June 5.
