ANR Pipeline has called on FERC to dismiss TransCanadaPipeLines’s and Nicor’s Viking Voyageur Project application on fileat the Commission, a move that could prevent the two sponsors fromusing it as the basis for a proposal to build a radically alteredproject.

Cross Bay Makes BU Affiliate Third Partner

Cross Bay Pipeline partners the Williams Companies and DukeEnergy signed up KeySpan Energy Development as a third partner inthe project to move gas from interstate pipes in New Jersey to NewYork City and Long Island. The project will make use of existingpipes operated by Duke’s Texas Eastern Transmission (TETCO) andWilliams’ Transcontinental Gas Pipe Lines (Transco). KeySpan is asubsidiary of MarketSpan Corp., which is the parent of LDC BrooklynUnion.

CPUC Delays Unbundling Expansion

In an 11th-hour move yesterday, California regulators delayeduntil August a proposed interim action that would expand naturalgas unbundling and set an aggressive schedule for a final gasrestructuring decision by year end. The proposal, which includesunbundling billing and eliminating any restrictions on current gasaggregation among residential and small business customers, will beconsidered when the California PUC meets again Aug. 6.

CPUC Expected to Move on Gas Restructuring

California regulators are scheduled today to take additionalsteps to open up the natural gas business by removing allrestrictions to the core aggregation program and unbundling gasutility billing services so nonutility firms can compete to providethat function. The actions are part of a larger program aimed atmaking a final decision on gas industry restructuring by the end ofthis year.

FERC Raises Number of Intra-Day Noms to Three

In a move FERC said will “create a more integrated and efficientinterstate pipeline grid,” the Commission adopted standards thisweek that will expand from one to three the number of intra-daynomination opportunities for shippers on all interstate pipelines.The intra-day nomination schedule was proposed by the Gas IndustryStandard’s Board in March, by FERC in a notice of proposedrulemaking in April and this week was made part of the Commission’sregulations with required pipeline implementation by Nov. 2.

Move Afoot to Modify PURPA contracts

New York State Electric & Gas Corp. (NYSEG) voiced itssupport for legislation to give states authority to modifynon-utility generator contracts. Congressmen Gerald Solomon, AmoryHoughton (R-NY) and Edolphus Towns (D-NY) introduced HR 4183, whichwould clarify the Public Utility Regulatory Policies Act of 1978.Changes proposed are said to ensure just and reasonable costs forNUG power sold to utilities. State regulators would be permitted tomodify prices utilities are currently required to pay non-utilitygenerators so they do not exceed the market price of electricity atthe time of delivery. The legislation also would establish programsto monitor non-utility generators to ensure they continue to meetFederal Energy Regulatory Commission requirements.

Massey Nomination Moves to Full Senate

In an unusual move Thursday, the Senate Energy and NaturalResources Committee forwarded the nomination of FERC CommissionerWilliam L. Massey to the full Senate for approval immediatelyfollowing his confirmation hearing.

ANR Plans Another Midwest Expansion

With the Viking Voyageur project on-hold, ANR Pipeline announcedplans to move in and grab more of the Midwest market. The pipelinesaid it intends to build another expansion designed to providetransportation from its Joliet Hub near Chicago to delivery pointsin Wisconsin, Minnesota and Illinois. An open season for service,which is expected to begin Nov. 1, 2000 or later, will be held fromJuly 1 through Aug. 1.

PG&E Sells Australian Assets to Duke

In a move to renew PG&E Corp.’s focus entirely on NorthAmerican markets, the utility holding company sold its natural gastransmission pipeline, related facilities and energy tradingoperations in Queensland, Australia to Duke Energy International,LLP.

Chevron, Partners Advance Gulf’s Genesis

Chevron and its Project Genesis partners made the first movetoward positioning the 28,700-ton hull of the Genesis drilling andproduction platform in waters 2,600 feet deep in the Gulf ofMexico, 150 miles south of New Orleans. Project teams from ChevronUSA Production, Exxon, PetroFina, and contractors last weekup-righted the 705-foot cylindrical steel hull, which will be thefoundation for the entire platform. The hull arrived by barge fromFinland earlier this year and was floated into position from itslaunch site in Ingleside, TX.
