In an indication that Mexico may be headed toward privatizing its monopoly-run energy industry, Mexican President-elect Vicente Fox, who takes office Dec. 1 under a vow to make the government more professional and less political, is hearing calls from friends and foes alike to restructure the energy industry and allow more private investment.

Futures Rumble Higher As Bullish Factors Mount
For the sixth week in a row, natural gas futures climbed higherFriday as traders once again eschewed the short side of the marketahead of the weekend. After setting the tone with a $4.60 openingtrade, bulls ran the show at Nymex Friday, boosting the promptcontract 8.8 cents to close at $4.628.

Northwest postponed smart pig runs that had been scheduled fromthe Sumas to Mount Vernon and from the Washougal to Willardcompressor stations (all are in Washington state) for Sept. 23 andSept. 29 respectively. Northwest said the runs will take placeduring the week of Oct. 4 and that it decided to eliminate dummypig runs.

Even as Tropical StormFrances caused heavy flooding along the Texas and Louisiana coastsFriday (preventing a number of Houston traders from getting to theoffice), prices were flat to down a nickel or so at Eastern points.Sources said much of the softness Friday, following on average10-cent increases Thursday, was based on the belief that much ofthe Gulf production losses would be moderating over the weekend.
