‘We Are the World’ Approach Best to Beat CO2, Report Says

Tackling carbon dioxide (CO2) emissions would mitigate global warming but also would be a boon to employment and gross domestic product (GDP) in the world’s major economies, according to a new report by international nongovernmental organization The Climate Group.

Columbia Gas said Tuesday that until further notice there is zero nonfirm receipt capacity for gas entering lines BM-39 in Martin County, KY; BM-19 in Lawrence County, KY, and Wayne County, WV; and PM-117 in Martin County, KY, and any pipelines feeding into these lines. This is for the purpose of making capacity available for firm services, Columbia said. See the bulletin board for a list of affected meters.

Anadarko Petroleum Corp. has agreed to mitigate damage to about three acres of wetlands that were impacted and pay a $157,500 civil penalty for the destruction of wetlands near the Hams Fork River in Lincoln County, WY, according to the Environmental Protection Agency (EPA). The EPA, in cooperation with the U.S. Army Corps of Engineers, found that during construction of two natural gas well pads and associated access roads and connecting pipelines, Anadarko subsidiaries Westport Oil and Gas Co. and Kerr-McGee Oil & Gas Onshore LP acted without a permit and placed material into the wetlands, which “adversely altered their functions and values.” The federal Clean Water Act prohibits these types of discharges unless they have been authorized by a Corps permit. As compensatory mitigation for the violations, Anadarko will be required to physically restore 0.85 acres of impacted wetlands and create an additional 4.18 acres of wetlands. Mike Risner, EPA Region 8 Legal Enforcement director, said the environmental impacts cited “could have been avoided if the company had consulted with the Corps prior to commencing its activities.”

University Studies Say Rule Changes Needed to Protect Sage Grouse

New wildlife studies cited recently by the Wyoming office of the Bureau of Land Management (BLM) conclude that current efforts to mitigate the impact of coalbed methane (CBM) development in the Powder River Basin (PRB) on the sage grouse and its habitat are not working and changes need to be made soon to avoid further loss of the bird population.

Northwest said it will use storage gas from its Jackson Prairie facility to mitigate any impact to customers as a result of maintenance scheduled for Tuesday and Wednesday at Burley Compressor Station. Northbound flow capacity at Burley will remain at the design capacity of 539,000 Dth/d during this work, Northewest said.

New Generation Market Power Screens Unveiled by Federal Regulators

FERC last week adopted two new market power screens to assess generation market power and modified measures to mitigate market power where it is found. The screens will apply to all initial market-based rate applications and triennial reviews on an interim basis.
