Five Southern Co. Utilities To Use Petal Storage

Petal Gas Storage, a subsidiary of Crystal Oil, announced itsigned a major 20-year gas storage agreement with Southern Co. lastweek for firm deliverability from its Mississippi salt cavernstorage facility of 700,000 MMBtu/d of gas and storage injectioncapacity for 350,000 MMBtu/d. Southern Company Services will managethe capacity and will act as an agent for its affiliated operatingelectric utility companies: Mississippi Power, Alabama Power,Georgia Power, Gulf Power and Savannah Electric.

In a major clarification of policy, the Federal EnergyRegulatory Commission last week decided it wasn’t necessary toaddress the merits of each objection before approving contestedpipeline rate settlements. Instead, it said settlements could becertified based on the reasonableness of the overall package.

Trailblazer Settlement Triggers Policy Changes

In a major clarification of policy, FERC decided it wasn’tnecessary to address the merits of each objection before approvingcontested pipeline rate settlements. Instead, it said settlementscould be ratified based on the reasonableness of the overallpackage. The policy adjustment was reflected in a rehearing orderthat approved a rate settlement between Trailblazer Pipeline andits customers as being “reasonable as a package” for consentingparties, yet at the same time severed contesting parties, AmocoProduction and Amoco Energy. The action cleared the way forconsenting parties to maintain the benefits of their settlementbargain while giving the Amoco affiliates a chance to litigate the”complex factual issues” that they raised [RP97-408-006].

FGT Holds Open Season in Face of Two Competitors

Florida Gas Transmission (FGT) is holding an open season through April 30 for another expansion, its Phase V project, an alternative to two major Gulf-crossing pipeline competitors, the Buccaneer and Gulfstream pipelines, proposed by Williams and Coastal, respectively.

Oregon PUC Staff Calls for Major NWNG Rate Cut

The staff of the Oregon Public Utility Commission (OPUC) gaveNorthwest Natural Gas (NWNG) quite a beating this week in a generalrate case. The staff recommended a revenue reduction of $19.9million per year from the gas utility’s operations in Oregon. NWNGhad requested a revenue increase of $14.7 million per year.

INGAA, EEI Back Conference on Northeast Gas Demand

The leaders of the a major pipeline association and a keyelectric utility group jointly have expressed their support forFERC to convene a conference “in the near future” to assesspost-2000 natural gas demand in the Northeast and the need for newpipeline capacity to serve customers, particularly powergenerators, in that market.

Industry Talks on NOPR, NOI ‘Suspended’

The formal, bi-weekly negotiations on major gas restructuringinitiatives, which had been under way for more than two months,were “suspended” when various industry segments decided that a”unified proposal” wasn’t likely, sources said. This action was nottotally unexpected (See NGI, March 1 issue).
