Texas Cities Say Regulators Favor Utilities

Retail natural gas consumers in the Lone Star State have paid “tens of millions of dollars more” for the commodity than they should have due to “one-sided” decisions by the Railroad Commission of Texas (RRC), a coalition of Texas cities’ analysis charges.

PG&E Gets Incentive $7 Million Reward for Gas Buying During Crisis

Over the lone objections of the former head state regulator, Pacific Gas and Electric Co. Thursday received a $7.6 million conditioned reward from state regulators for its natural gas buying in 2001-02, including the period of extreme wholesale energy price spikes. The reward for keeping costs below a formula tied to gas price indices was less than half of the almost $17 million requested by the utility and was subject to future forfeiture pending the outcome of pending California wholesale border price investigations.

TRC to Coordinate Cross-Border Gas Projects

To set the stage for what it hopes will lead to more natural gaspipelines between the Lone Star State and Mexico, the TexasRailroad Commission has been named the lead agency to coordinatepermit requirements for Texas/Mexico cross-border pipelineprojects. The TRC will be responsible for issuing permits andcoordinating other state agencies’ activities.
