BG&E Waiver Threatens Shipper Title Rule, Exxon Says

Unlike those given to Atlanta Gas Light (AGL) and National FuelGas Distribution, the exemption to the shipper-must-have-titlepolicy awarded to Baltimore Gas and Electric (BG&E) was”unnecessary” and represented an “unacknowledged policy shift” byFERC, said Exxon Corp. It warned the Commission’s decision inBG&E could open up the floodgates to similar requests from themultitude of LDCs that are looking to unbundle their systems.

Kansas City Power & Light and Western Resources successfully reached an agreement with the FERC settling all merger-related issues, Western Resources said last week. The company also said the agreement forged between the merging parties and the Missouri Public Service Commission staff is currently being reviewed by the Missouri commissioners. Only the Kansas Corporation Commission (KCC) approval stands in the way of the merger’s completion, the company said.

(CP&L) would bulk upconsiderably with its planned acquisition, announced yesterday, ofFlorida Progress Corp., parent of Florida Power, for $5.3 billion.The combined company would be worth about $17 billion and serve 2.7million customers, nearly 200,000 of them gas. It also would be thenation’s ninth-largest energy utility based on generating capacityof more than 18,500 megawatts.
