FERC Eases Flow of Information Between Itself and Market Monitors

FERC last Wednesday issued an order lifting restrictions on the flow of communication between the federal agency and its market monitors spread out across the country. An unfettered, two-way stream of information between FERC and the market monitors is seen as a key element in the Commission’s overall efforts to stay on top of energy markets throughout the United States.

After building itself a growing customer base, it looks like the U.S. natural gas industry may not be able to service it all if the economy picks up this year. If the gas-directed rig count ramps up to 1000 by the end of the year — averaging about 900 rigs through 2003 — then supply available in the U.S. will only be down about 2 Bcf/d from 2002 levels, EOG Chairman Mark Papa estimates. He believes drilling will pick up, but if active rigs don’t hit that level “then production is going to fall harder.”

Greenbrier is First to Test FERC’s Pre-Filing Process for New Projects

Greenbrier Pipeline Co. LLC is touting itself as the first new project to use FERC’s new pre-filing process, in which project developers file a significant amount of information, including an environmental review and routing analysis, about a proposed project before the actual certificate filing makes it to FERC’s mailbox. Although Greenbrier, a mid-Atlantic project, won’t file its formal certificate application until later this year, the company has filed a significant amount of environmental information under the new pre-filing (PF) docket.
