Duke Settles SEC Charges Regarding Deficient Accounting Controls

The Securities and Exchange Commission said Friday that Duke Energy has agreed to settle charges of violations of the Securities Exchange Act of 1934 involving internal accounting control deficiencies that allowed three Duke Energy traders to misclassify $56.2 million in trading losses between Jan. 1, 2001 and June 30, 2002 in order to receive larger year-end bonuses. The three were indicted in April 2004 by the U.S. Attorney’s Office for the Southern District of Texas (see Daily GPI, April 22, 2004).

Qatar, Shell Ink Major LNG, Petrochemicals Deals; Total Grabs Share of Qatargas II

Qatar Petroleum inked two blockbuster liquefied natural gas (LNG) transactions Sunday and Monday, both involving development of its North Field, which eventually could become the world’s largest LNG supplier. On Sunday, the company signed a $6 billion deal with Royal Dutch/Shell Group for development of another LNG train, and on Monday France’s Total bought a 16.7% stake in the Qatargas II LNG train from partners Qatar Petroleum and ExxonMobil for about $3.5 billion.

A combination industrial gas supply and power generation project involving a proposed liquefied natural gas (LNG) receiving terminal at Coos Bay along southern Oregon’s Pacific Coast is being examined on a preliminary basis by the Oregon Department of Energy’s siting council, which will hold a hearing on the proposed project Jan. 19. Comments from the public are due by Feb. 10.
