Sonangol, Chevron, BP, ExxonMobil and Total, joint venture partners in the Angola LNG Project, said they have agreed to initiate a period of exclusive negotiations with Gulf LNG, developer of the Clean Energy regasification facility near Pascagoula, MS, regarding a terminal use agreement, based on their submission during a competitive bid process. The successful negotiation of this agreement will allow for 100% of the LNG produced by the Angola LNG project to be received at the Mississippi regasification facility.

Final Rule Mandates LNG Projects, Related Pipes Participate in Pre-Filing Process

FERC on Friday issued a final rule requiring potential developers of new liquefied natural gas (LNG) import terminals and associated pipeline facilities to initiate pre-filing procedures at least six months before filing a formal application with the agency. The rule also would apply to companies seeking to expand their existing LNG facilities, if FERC’s director of Office of Energy Projects (OEP) deems it necessary.

Court Sides With California Utilities in FERC Cost Recovery Case

FERC made the wrong call in disallowing tariff provisions proposed by Southern California Edison, Pacific Gas & Electric (PG&E) and San Diego Gas & Electric (SDG&E), the U.S. Court of Appeals for the District of Columbia Circuit ruled last Tuesday. The utilities had offered a rate designed to recover from two classes of customers cost differentials from additional expenses arising out of the formation and maintenance of the California Independent system Operator (CAISO).

Sea Robin, which had expected to initiate unscheduled maintenance Thursday at East Cameron 265 that would last through Friday, said later Thursday it had postponed the work until next week. Originally it said nominations at the Sea Robin-Trunkline interconnect were not being accepted for Friday’s gas day due to the platform project, but the postponement announcement said such nominations were being allowed.
