Barton Expected to Replace Tauzin as Chairman of House Energy Panel

Rep. W.J. “Billy” Tauzin (R-LA) informed the House leadership Tuesday that he will retire from Congress by the close of the year, ending his nearly 24-year career on Capitol Hill, and will relinquish his position as chairman of the powerful House Energy and Commerce Committee effective Feb. 16.

Correction

In a story that ran in today’s Daily Gas Price Index. It was incorrectly stated that FERC informed El Paso Natural Gas this week that it should have a written agreement governing money pool arrangements with its parent company. The story should have said that although El Paso Natural Gas already does have a written agreement with its parent related to its cash management program, the agreement is outdated and does not identify the current name of the parent company. FERC Chief Accountant John Delaware also told the pipeline company that it should update its cash management agreement to include missing information, such as the duties and responsibilities of both the pipeline and its parent company, the specific interest rate, when the interest is to be paid and the method for calculating and allocating expenses (see Daily GPI, Sept. 12).

Transportation Notes

Kern River reported being informed by Opal Plant operator Williams Field Services that cuts were being made in the Intraday 1 nominations cycle for Friday’s gas day due to continuing high water content in production from Jonah Field upstream of the plant. The problem did not appear to be as severe as it was Thursday when Duke Energy Field Services, operator of the Jonah gathering system, notified the pipeline of cuts in Intraday 4 volumes, Kern River said; “however, if conditions worsen there is a possibility for further cuts in the ID2 [Friday’s Intraday 2] cycle and throughout the weekend. Please call your suppliers to see if a supply realignment is necessary.”

The New York Mercantile Exchange, Inc. (Nymex) announced it has been informed that Judge John G. Koeltl of the U.S. District Court Southern District of New York Tuesday dismissed four of the five lawsuit counterclaims made against Nymex by the IntercontinentalExchange (ICE).

Dynegy Exits CCRO, Ends Price Reporting to Trade Press

Dynegy informed the trade press Tuesday of its decisions to stop reporting natural gas, liquids and power pricing information for index calculations and to exit the Committee of Chief Risk Officers, which has been developing guidelines for price reporting and indexing. The main reason for its decisions, Dynegy said, was its reorganization, particularly its plan to exit third-party energy marketing and trading, which is substantially complete.

Florida Gas Transmission ended Wednesday an Overage Alert Day notice that had begun Monday. FGT also informed customers Wednesday afternoon that the excess liquids issue from a pigging operation on Matagorda Offshore Pipeline System had been resolved, and it began accepting full nominations up to the capacity of 230,000 MMBtu/d at the FGT-MOPS interconnect in South Texas for Wednesday’s Intraday 2 cycle.
