CA ISO Admits Potential for Grid Gaming

Admitting the possibilities for market abuse in its currentsystem, California’s Independent System Operator (Cal-ISO) thisweek responded to federal regulators’ criticism of its congestionmanagement approach. The ISO suggested interim changes for the restof this year while it works out a broadly based congestion plan toaddress the admitted shortcomings in its zonal pricing approach.Both the Federal Energy Regulatory Commission and Cal-ISO agreedthere is “a serious flaw in the existing intra-zonal managementscheme” for the California grid operations.

CMS Hands Title of Top Michigan Producer to Quicksilver

CMS Energy is handing over its title of largest independent oiland gas producer in Michigan to Quicksilver Resources, the companysaid last week. The sale includes all of CMS Energy’s gas and crudeoil exploration and production properties in Michigan, includingthe stock of Terra Energy Ltd., as well as other smaller interestsin Ohio, Kentucky, and Indiana.

It covers more than 180,000 netleasehold acres producing 54 MMcfe/d from the Antrim Shale, as wellas from the Niagaran and Prairie du Chien formations. Estimatedreserves and the purchase price were not disclosed. The transactionis expected to close by the end of the first quarter.

San Jose, CA-based independent power producer Calpine Corp. madea major investment in upstream gas supply for its current andfuture gas-fired power plants in California. The company bought 90Bcf of proven gas reserves in the Sacramento Basin from VintagePetroleum for $71.5 million. The transaction will make Calpine thelargest gas producer in the basin, raising its production to 43MMcf/d. The Vintage reserves currently produce 14.3 MMcf/d.

Court Approves Forcenergy Bankruptcy Plan

Independent producer Forcenergy Inc. of Miami said itsbankruptcy reorganization plan was approved Oct. 22 by the UnitedStates Bankruptcy Court for the Eastern District of Louisiana. Aconfirmation hearing is scheduled for Dec. 13. On Nov. 16 thebankruptcy court extended the time period for which only thecompany has the exclusive right to file a plan of reorganization.No other plan has been submitted or can be submitted during thecompany’s exclusivity period.
