Florida County Approves Plant Construction Moratorium

The Broward County (FL) Commission yesterday gave the green light to a proposal that would impose an 11-month moratorium on the construction of new power plants in the county, although it remains unclear as to whether the temporary ban will face a challenge in the courts. Dennis Myers, a spokesperson for the commission, told NGI that the panel signed off on the moratorium by a vote of 8-0 in favor, with one commissioner abstaining.

The California Independent System Operator (Cal-ISO) Fridayfiled with the Federal Energy Regulatory Commission urging steps betaken, including creating a $100/MWh payment price cap andpenalties for noncompliance, to encourage a return of more suppliesinto the forward, as opposed to the real-time spot, market. Cal-ISOCEO Terry Winter took this action without his governing board’sauthorization.
