Inspection Program Elicits Debate

State regulators yesterday called on the Department ofTransportation (DOT) to put a hold on any proposed changes to aprogram that gives states authority to act as agents of the federalgovernment to conduct safety inspections of interstate pipelines intheir respective states.

Texas Gas’ Proposed Generation Service on Hold

Bowing to the concerns of shippers, FERC last week suspended forthe maximum five-month term Texas Gas Transmission’s tariffproposal to provide new hourly service for the summer electricpower generation market. During the suspension period, theCommission directed staff to convene a technical conference toaddress shippers’ issues and report back to it within 120 days.

If Questar’s predictions concerning its Pinedale Anticline fieldhold true, then the Utah-based company is about to embark on one ofthe most significant exploration and production projects in itshistory. Although some drilling has already taken place at theSublette County, WY, field, Questar is preparing to launch amassive drilling program aimed at cultivating the projected 3 Tcfthe field holds.

Alaska’s North Slope area-wide 2000 lease sale has been put onhold due to the pending merger of BP Amoco and Atlantic RichfieldCo. (ARCO). Alaska Department of Natural Resources CommissionerJohn Shively said, “[T]here are too many uncertainties in futureleaseholdings to proceed with a sale at this time. Until theiraggregate onshore holdings have been reduced to 500,000 acres, asrequired by Alaska law, I believe it will be difficult forprospective bidders to properly evaluate oil and gas opportunitieson the lands we can offer. “Should the merger be finalized by theend of the year, BP-Amoco must make their seismic and well dataavailable for purchase by the end of March. These data shouldincrease the interest in state lease sales. We are tentativelyrescheduling the North Slope sale for late October or earlyNovember of 2000, at which time we intend to include with it thepostponed Beaufort Sea area-wide sale.” The North Slope saleincludes all available state acreage lying north of the UmiatMeridian, between the NPRA and ANWR.

Gas-Directed Drilling Continues To Hold 80% of the Total

The industry’s hunt for natural gas has gone way beyond thesearch for oil and shows no signs of letting up. Gas directeddrilling has held a solid 80% of all U.S. drilling by rotary rigssince mid-July. And last week the number of rotary rigs drillingfor gas leaped to 609 from 579 the week prior, while total rigsrose to 750 from 721, the largest weekly gain since Nov. 28, 1997,according to Baker Hughes. Oil-directed drilling declined duringthe week by one rig to 139.
