CPUC Gives Utilities Flexibility on Pipeline Contracts, Sets Receipt Points for LNG

The California Public Utilities Commission (CPUC) last week granted the state’s major utilities the authority to turn back interstate pipeline capacity under expiring long-term agreements, reconfigure their capacity holdings and diversify their supply sources with more gas from the Rocky Mountain region and from proposed liquefied natural gas (LNG) import terminals.

LLC and Algonguin Gas Transmission Co. their requested on-year extension to complete construction of their companion pipeline projects, given the numerous snags that Islander East has faced in its quest to obtain state permits for its Connecticut-to-Long Island natural gas pipeline (see NGI, July 26).
