In most cases the cash market was giving back Tuesday about as much or more than it had realized in Monday’s gains. Losses ranged from minimal in the Rockies to about 40 cents or so. Those in the range of 10-25 cents were in the majority.

Questar is buying CIG Overthrust Inc.’s 10% interest in the Overthrust Pipeline for $1.8 million, giving two Questar affiliates a combined 100% ownership interest in the pipeline partnership, which owns an 88-mile, 36-inch-diameter pipeline that transports about 227 MMcf/d of gas from the Whitney Canyon area north of Evanston, WY, to Rock Springs, WY. “Ownership of the Overthrust Pipeline will enhance the services we provide and give us more flexibility,” said Questar Pipeline President Nick Rose. “It is a natural fit for us with its location in our service territory and proximity to our facilities and supply sources.” Questar Pipeline designed and built the Overthrust system and has operated it since its completion in October 1982. In February, the company increased its ownership in the pipeline from 72% to 90% when it purchased the interest of NGPL Overthrust Inc. The Overthrust Pipeline is the westernmost segment of the 793-mile Trailblazer system, which runs from southwestern Wyoming to Beatrice, NE.

FERC to Let Price-Cap Waiver in Secondary Market Expire Sept. 30

On a day of giving that included certificates for multiple pipeline expansions (see related stories), FERC also showed it can taketh away. The Commission said Wednesday it will let the price-cap waiver expire Sept. 30 in its pilot program on short-term capacity release transactions.

Florida PSC Adopts ‘Code of Conduct’ for Gas Utilities

By a 3-2 vote, the Florida Public Service Commission (PSC) has adopted a “code of conduct” for natural gas utilities, prohibiting them from giving marketing affiliates preference over non-affiliated marketers in issues concerning transportation or curtailment authority. Among other things, the code does not allow the utilities to release confidential customer information without prior authorization.

FERC Gives Nod to Several Pipeline, Storage Projects

The Federal Energy Regulatory Commission was in a giving mood last Thursday as it handed out a number of certificates and permits for pipeline and storage expansion projects filed by Colorado Interstate Gas Co. (CIG), Maritimes & Northeast Pipeline LLC, Egan Hub Partners LP, Iroquois Gas Transmission and Reef International LLC.
