Nymex futures gave an early “head fake” looking to rebound fromlosses registered on Tuesday, but the move was insubstantial,giving way to minor softening before the close Wednesday. That leftthe market still in limbo without a clear signal whether the bottomhad been reached. The August contract slipped 1.7 cents to settleat $1.934 during relatively high volume of 82,830.

NorAm Interstate Pipelines bought the intrastate Illini Pipelinefrom Houston-based Nuevo Energy Co. Illini Pipeline operates insouth central Illinois, serving customers in the East St. Louismetropolitan area. The line is about 70 miles long and has capacityup to 45,000 MMBtu/d. NorAm will continue to operate Illini as anintrastate system and expects to take over operation of the Illinisystem this summer.

As of last Friday, 35 days away from the Federal EnergyRegulatory Commission’s August recess and counting….there wasstill no official sign of its promised plan to cure the gas marketof its ills. But rumors abounded that the alleged “gas options”paper has been circulated to pipelines and producers and isundergoing a variety of alterations. There also was one report thatthe plan might not, after all, see daylight until after the recess.

South Jersey Gas received approval from the New Jersey Board ofPublic Utilities to expand its residential transportation programallowing 12,500 more customers to select an independent natural gasmarketer. “Last year, 13,000 customers tested the uncharted watersof deregulation by signing up with an independent marketer,” saidCharles Biscieglia, president of South Jersey. “Finding ways tohelp our customers reduce energy costs is important to us andanything we can do to create a potential for savings is a positivestep.” Enrollment for the expanded program closes July 31, 1999.South Jersey serves 260,000 residential, commercial and industrialcustomers in Atlantic, Cape May, Cumberland, Salem, and significantportions of Camden, Gloucester and Burlington counties.

As if taking a cue from the professional basketball team inChicago, the bulls of natural gas were on top again last week atNymex. A short-covering rally that began Wednesday resumed Fridaysending the July contract to $2.284, a 14-cent increase for theday. Estimated volume was a robust 99,631.

Follow-through buying took hold of Nymex trading early, and ledto new session highs before the closing bell last Friday as Julygained 9.9 cents to settle at $2.17. July gapped higher on the openafter coming into the day with solid momentum following Thursday’smodest gains in both the regular and ACCESS trading session. Julyopened at 2.115 Friday, already 4.4 cents above Thursday’s settle.A warming trend for both the weekend and extending into the 6-10day forecast in the South, coupled with some technical momentumwere universally cited as reasons for the strength.

Traders returned Tuesday from a long weekend to find a much morerobust May cash market than they had left behind Friday. Many hadbeen impressed by the strong recovery of the June Henry Hub futurescontract Friday after it briefly dipped under $2, a Texas marketersaid. “We were immediately up to Friday’s highs as trading begantoday.” Weather demand wasn’t much of a factor as cool butcomfortable temperatures reign in the Midwest and Northeast marketareas, he added, “but there were still plenty of buyers up there.”

The Pennsylvania Public Utility Commission will go from being “awatchdog to a lapdog,” Commissioner John Hanger commented followingthe announcement the governor had chosen a staunch supporter ofPeco Energy, Chester, PA Mayor Aaron Wilson Jr. to replace Hanger.

The majority of existing large electric-related companies willnot be intact a decade from now, says Roger Gale of WashingtonInternational Energy Group. In fact, he anticipates more than halfof the companies will disappear completely.
