Independent Panel to Review PG&E Blast

California regulators on Thursday formally ordered investigations of the Sept. 9 San Bruno transmission pipeline explosion and fire, and they established an independent review panel to be paid for by Pacific Gas and Electric Co. (PG&E), on whose line an explosion killed seven and destroyed or damaged of up to 50 homes (see Daily GPI, Sept. 22).

CFTC Drops Proposed Rule on Position Limits

The Commodity Futures Trading Commission (CFTC) said on Tuesday it has formally withdrawn the proposed rule on position limits for certain energy commodities that it issued last January, clearing the way for broader curbs on speculation for all commodities under the Dodd-Frank Wall Street Reform and Consumer Protection Act, which was signed into law last month.

EPA Readies GHG Emissions Crackdown — Unless Congress Acts

The Obama administration last week formally declared that carbon dioxide (CO2) and other greenhouse gas (GHG) emissions pose a danger to the public’s health and welfare, which lays the groundwork for the Environmental Protection Agency (EPA) to more stringently regulate emissions from power plants, refineries, factories and vehicles — even if Congress fails to enact climate change legislation.

David N. Parker, president and CEO of the American Gas Association (AGA), formally announced that he will retire from AGA at the end of 2010. Parker told the board that his retirement is part of a transition process that he initiated in 2007 to ensure that AGA continues to have a strong leadership team going forward. He has headed the association, whose members primarily are local distribution companies, for 13 years. As part of that transition, Parker announced that two AGA senior staff members are taking on new responsibilities. Paula Gant, promoted to senior vice president, policy and planning, will develop and manage AGA’s policy and regulatory agenda. Laura Sheehan has been promoted to senior vice president, public affairs, where she will oversee AGA’s advocacy and government affairs. In addition, Kyle Rogers, AGA’s chief liaison to NARUC, has been promoted to vice president. The AGA board of directors will form a search committee to identify a successor.

House Natural Gas Caucus to be Launched Wednesday
