Favorable

Industry Briefs

The Federal Energy Regulatory Commission issued a favorable environmental assessment (EA) for the proposed ETC Tiger Pipeline that would provide takeaway capacity from the increasingly constrained Carthage Hub in East Texas and the Haynesville Shale play to markets in the Midwest, Northeast and Southeast. ETC Tiger Pipeline Co. LLC, a wholly owned subsidiary of Energy Transfer Partners LP, proposes to build a 175-mile, 42-inch diameter pipeline that would extend from an interconnection with Houston Pipe Line (an intrastate) in Panola County, TX, and follow in an easterly direction to the Perryville Hub in Richland Parish, LA. The pipeline would have the capacity to transport up to 2 Bcf/d of natural gas from East Texas and Northwest Louisiana, particularly from the Haynesville Shale, Bossier Sands and Fort Worth Basin production areas, according to ETC Tiger and the EA. The company said it expects to receive a FERC certificate in either February or March. In service is targeted for either the first or second quarter of 2011.

Natural Gas to Give Consumers a Break This Winter

FERC staff said late last week that the natural gas price landscape heading into winter is looking more favorable for consumers than it has for a number of years due to full storage, plentiful supply and new gas transmission infrastructure. However, the staff, in its “Winter 2009/2010 Energy Market Assessment,” informed the Commission that winter temperatures — as always — remain the “wild card.”

Industry Briefs

The Federal Energy Regulatory Commission gave a favorable environmental review of Perryville Gas Storage LLC’s proposal to construct a salt dome natural gas storage facility and associated facilities in the Crowville Salt Domes in Franklin and Richland parishes in northern Louisiana. The facility would provide approximately 15 Bcf of working capacity in two caverns, with a maximum injection rate of 226 MMcf/d and a maximum withdrawal rate of 600 MMcf/d, according to Houston-based Perryville Gas. Plans call for interconnections with CenterPoint Energy Gas Transmission and Columbia Gulf Transmission near Delhi, LA (see NGI, June 15). In addition to the two caverns, Perryville Gas proposed to build 11.69 miles of 36-inch diameter gas pipeline; 2.68 miles of 24-inch diameter pipeline; a 9,500 hp compressor station; and associated facilities in Franklin and Richland parishes. The company asked FERC to issue a final order by Dec. 1 and grant it a construction period of five years. It said it expects to have the facilities in service by June 2012.

Industry Briefs

FERC has issued a favorable environmental assessment of Blue Sky Gas Storage LLC’s proposal to build a natural gas storage project in Logan County, CO, with proposed interconnects with the Rockies Express, Trailblazer and Kinder Morgan Interstate pipelines and access to Cheyenne Hub by backhaul on Trailblazer. The Blue Sky storage facility, which would be located north of Sterling, CO, would have working capacity of 4.4 Bcf, with the potential for expansion subject to approval by the Federal Energy Regulatory Commission and market demand. It would be capable of delivering gas at a rate of 100 MMcf/d and receiving gas for injection at a rate of 100 MMcf/d. The central Rockies currently lacks sufficient storage capacity and the Blue Sky project would be an important addition to the market, said Blue Sky, an affiliate of Linear Energy Management LP, a privately owned midstream pipeline company.
